There are two clearly-identified Google penalties which are Google algorithm update and Google manual action penalty.

I - Google Algorithm Updates

Exactly, Ayodeji! Most sites will tell you Google cannot detect you for buying links. Never listen to them. Someday, you'll get caught and served a severe penalty.
