From the IRS Site: "Apply by Telephone – International Applicants

International applicants may call 267-941-1099 (not a toll-free number) 6:00 a.m. to 11:00 p.m. (Eastern Time) Monday through Friday to obtain their EIN.

The person making the call must be authorized to receive the EIN and answer questions concerning the Form SS-4 (PDF), Application for Employer Identification Number. Complete the Third Party Designee section only if you want to authorize the named individual to receive the entity’s EIN and answer questions about the completion of Form SS-4.

The designee’s authority terminates at the time the EIN is assigned and released to the designee. You must complete the signature area for the authorization to be valid."

Only International Applicants can apply on the phone!

This means that if your business is formed outside the United States, you can call in to get your Employer Identification Number on the phone. It does not mean that just because you are outside the United States and you form your company inside the United States that you can call. If your company was formed inside the United States or one of it's territories, it is considered a domestic business and will require a domestic EIN.

When calling for your EIN, it is best to have your Form SS-4 filled out so you know what the CSR that is going to ask you on the form. That is what they go by when they fill out the information for you.

Yes, you will need this for your business, especially if you set up your business as an LLC. If you don't then you can always just used your SS. Thanks for sharing.
