A domestic EIN is one that is formed inside the United States of America. The key word is "Formed" if the address is outside the US and it was formed in Delaware, it is still considered a domestic entity.
If you are forming your company, either a Sole proprietor, corporation, partnership, or LLC inside the confines of the United States or it’s possessions you can get your EIN online.
If you have a United States Social Security Number or Individual Taxpayer Identification Number you can get your EIN online.
If your Entity is located outside the USA, it could still be considered a domestic entity if it has a place inside the US or if it was formed inside the USA.
All Domestic entities have to get their EIN from one of the following:

- fax

For fax or mail, you will have to fill out the Form SS-4. This will be mailed or faxed into the IRS.

Taxpayers can fax the completed Form SS-4 (PDF) application to the appropriate fax number (see Where to File Your Taxes (for Form SS-4)), after ensuring that the Form SS-4 contains all of the required information. If it is determined that the entity needs a new EIN, one will be assigned using the appropriate procedures for the entity type. If the taxpayer's fax number is provided, a fax will be sent back with the EIN within four (4) business days. (Usually it takes between 4 and 6 business days.)
Apply by MailThe processing timeframe for an EIN application received by mail is four weeks. Ensure that the Form SS-4 (PDF) contains all of the required information. If it is determined that the entity needs a new EIN, one will be assigned using the appropriate procedures for the entity type and mailed to the taxpayer.
