If you want to unblock a given user go to User Blocker => Blocked User list in your Wordpress admin area. You'll see a new tab called "Blocked user List" that will show you the complete list of all your blocked users from all three categories:

All you have to do is to click the "Reset" link to unblock the given user:

And that's it my friends!
