First of all, let's clarify the term itself.
A floating website element sticks to your screen as you scroll the page up or down.
I'm pretty sure that you have seen such sticky site elements in form of floating header or footer bars, email opt-in forms, sidebar widgets, etc.
Obviously, they are perceived much better by your visitors, and as a result, they tend to have a much higher click through rate and conversion rate than "unfixed" static objects.
