Log into WordPress and on the left side in the menu go to Users --> Add New.
Simply fill out all the details you want. Username and E-mail are required and you can leave the rest either blank or fill out.
Set the role to anything you want. If you create the new account to use for yourself, it’s recommended that you set the role to Administrator.
Once the details are filled in and you set the role, click on "Add New User". See image above
