Not yet..you didn't get joined the program for sure. You need to fulfill your profile with information about the blog or website you going to use their affiliation link in and to agree on their service agreement to complete the process.

I've been looking into making a website specifially for being an aliexpress affiliate. Any suggestions on how to go about completing the profile questions without already having a website created? I hope this question makes sense.

If an affiliate program requires you to have a website first, then you can't get around that. You will have to build it first and get at least about 20 posts/pages on there then apply.
