Hi Brad,
I've been in the wine business for over 20 years, on the import side. You have to have a retail license to sell wine in the US, and it works state by state. Some companies are set up to ship wine in multiple states, and it seems like not too many have affiliate programs. Wine.com does: https://www.wine.com/content/business-dev/affiliate-program
I have thought of doing this myself - the way to do it in my opinion is to partner with a retailer who can distribute to the states you are targeting, and inventory and provenance are key, especially when it comes to rare wines. Auctions houses normally would do that. I know a couple in Chicago, you would have to approach them and offer to broker sales for them, some might be interested.
