... you're doing the right thing --- always better to check in and ask about something if there's ever any doubt in your mind ... as long as you provide credit where credit is due -- then it normally would be ok ...
... however, if you want to be sure 100%, then it is always best to obtain written permission by the author or originator for use prior to publishing any content ... as technically all content is accorded copyright to the author/originator/creator/owner ...
... hope that helps to clarify for you ... as it has been said, an ounce of prevention is worth a pound of cure -- ! (last century or two saying) ...

Since I am not based in the US or any other emerged countries, it is hard to meet face-to-face with the authors/bloggers.
yes, whether or not you receive a reply, then, at least you've done your part in taking responsibility and action in integrity ... and if there is any future issue, you've got proof that you did contact them ... and of course, cite the source and in a footnote somewhere, a lot of media outlets use a qualifier to keep themselves outta difficulty ...

p.s. of course there are many sources of 'inspiration' available -- bottom line, if you ever have any doubt about it, then just don't use the material ... toss and create your very own which is always the best route to take in any event ... :)
@keishalina9 yes, I just figure that backlinking/citing other's points of content (of course not all of it) to support my content and re-package it in some way might be good.
It gives a little bit authority to my content, as I am just starting out, you know. And also, I am giving more SEO-wise boost to that site of this author I am citing in. It should be a win-win for everyone right?
Anyway, yes I will just check to the author before citing, and if they don't reply and it is not urgently needed or not bringing any real value to the content, then I might as well not use the material/point.

I think as long as you give proper credit to the people you are directly quoting, it's not plagiarism. I think so, anyway.
