Can I change my website theme at any time and as many times I as want?
You sure can.
But be cautious when changing themes. It may make part of your site render incorrectly. So after changing themes, just spot check and make sure everything still appears the way you want them.
And another thing to keep in mind is to backup your site BEFORE doing it just in case something goes screwy.

With a start-up site with little content, changing a theme will be much easier than with a site that already has lots of posts/pages, widgets, menu structures...
So before changing themes, think deeply about what you want from a theme and then try to stick with it.
The last time I changed themes I was working for 8 hours to fine-tune everything to make it look good. I had no regrets because I knew what I was getting myself into. Just to give you some perspective.

I have already learn't that some countries like Nigeria are barred from participating in WA, if I subscribe from a participating country and later move to a barred country, sha
No country is barred from participating in WA, only some countries do not allow the sign up for Free Starter membership like these:
Bangladesh
Eygpt
Ghana
India
Kenya
Nigeria
Pakistan
Philippines
Vietnam
Since you already have a free account, I think you can continue for now, unless the system detects your new IP and kicks you out? I'm not sure but I would continue using it as long as you can.
