Keyword tool give quoted results, so compare with the second you mentioned.
On the other hand, in the second case, scroll down and go to the last page which you have. You will realize that it is not 39600, it is the same what Keyword tool gives.
By the way, 83 is too big, you will not rank. I rarely go over 30. Just my thinking.
In my comment job history it shows before the name of the post Canceled. What does that mean? Just maybe to explain more my website was out because I didn't pay my membership f
You should still have everything as it was.
Contact Tech Support about that.
You will have to submit your Sitemap again as well.
Keep adding more content and your site will get indexed and ranked again.

Why in comments job history it shows canceled?
In my comment job history it shows before the name of the post Canceled. What does that mean? Just maybe to explain more my website was out because I didn't pay my membership f

Sure... just ask support to restore it. Not only that but there are over fifty thousand ways that you can host your WordPress domain website for free. I have either posted a Blog on it today or will post it later today.

Did you make a full backup of your site before you stopped the subscription? If you did, then you can upload the files yourself.
Whether they can recover your site depends on how long you were away and of course your domain name renewal must be current.
I suggest you put in a support ticket.
