Are you referring to your email here at WA. If so, this could be a wifi/network issue (the most typical). If you are sure it is not, then you can leverage the SiteSupport platform.
Our email/hosting platform is monitored 24/7/365 by our server team so it is very unlikely that it is down, but if you want them to look into it submit a hosting ticket here:

I first signed in WA email and wrote the customer... I called him today, he never got it. It's not sending out emails.

Have you tested the email yourself by sending an email to a Gmail or other free email address you have? Perhaps your email is working properly but your customer may have his email security settings too high.
No I broke down and sent him the reply with my non professional home yahoo account and it sent.
I sent test emails from my home yahoo to it, it received it. Tried sending one to my yahoo...nothing I get a error message. I'll delete the account and reset it up, then send a pic of the error message.

Did you post the comments directly on the person's website or did you post it here:

If you posted it directly on their website, you will not receive credit from WA and it is up to the person who owns the website to return the favor, which is the norm.

When you click to login, you won't need a password. Just click to LOGIN.
It takes me to another page that makes me do a math equation...then tell me to enter a email or user name and password and nothing works. and none of these themes are for store with shopping carts..they are blog pages.

You don't get a math question, when you access your website. You must be trying to do something else.
Themes don't have anything to do with logging in...
