How do I go about proposing a business to have an affiliate program of its own? I have identified one business that I'd love to promote on my future website.

Actually, I did this with a drone reseller.
I simply reached out to them and asked them if they had an affiliate program and, if not, would they consider a commission-based referral program between myself and them.
In my case, they responded saying no, they didn't have one but they'd love to work something out for referrals. The provided links with special codes (just like affiliate links) and that was that.

We've purposely created ShareASale.com as a very affordable way for a company to start a new affiliate program. It's the lowest cost of any major affiliate network, and would give their company exposure to over 100,000 publishers in addition to you. Super easy, super affordable. MUCH better tracking than them trying to do it in-house, both for them and for you.
