I presume you mean you want to be able to send a regular newsletter to a list of email subscribers?
IF that's what you mean, you need an Autoresponder, as Abie suggests, such as Aweber (there are many other autoresponder services).
Perhaps you can describe in a little more detail what you are trying to achieve.

If you are looking for a way to have people subscribe to your blog to get updates each time you put out a new post, I use the free plug in, Ultimate Social Media Icons. DON’T use the icons, though! You can do better. Just use #7 or #8. Number 7 will give you a pop up to get people to subscribe and #8 gives you a subscription box.

Check out Jay's past webinars. Type "email marketing" in the search bar, and a ton will turn up. He's done one-off webinars, as well as month-long series. Here's an example: Email Marketing 2018: 1st Steps to List Building
