I see you have had all the usual suggestions and all very well and good but not one of them has told you the obvious.
You should go into Appearances - choose Customize - next screen - Site Identity - change the Tag Line There to what you want - Make sure - Display Header Text box is ticked and save changes.
If it is still showing wordpress default then I suggest you re-submit your site in Webmasters and it should show a change within a matter of minutes - then you will see if its indexed or not.

You have to wait... if google indexed the website with the old (original) phrase, it'll take some time (longer if the website is new and not frequently updated) to re-scan the site again and change that statement
you can submit the site to google in order to have it indexed quicker but don't expect to have it fixed in minutes...
the site is about 6 months old. but this is my first time trying to change the tagline. Should I change the tag lines right away on all my sites in order to prevent this delay or does it really not matter (it will still take a long time)?
For my knowledge the rate/responsiveness of indexing is related with the rate of changes (ie. creation of new contents) on your website: if Google sees you update your website twice a month, it will scan your site much slower than if you update it twice a week ;)
Check also in your dashboard, settings, general and change it there. Keep in mind that changes you make won't reflect in google until they crawl your site again. It won't be immediate
I tried that too. It also has the same sentence I want it to have, but for some reason it is not showing up in google. But I can't figure out why.

Why is my all in one seo not working?
Instead of the things I want to be shown when someone finds my site listing in google I am getting this.

It's all fixed guys. Thanks so much for all your help and ideas yesterday. My tag line is all updated and I found my site on the 2nd page of google. It's not the first page yet. But that's something to look forward too.
