There is much more detail here. However, this did not solve my issue.
In most cases, modern SMTP clients like Outlook shouldn't use Port 25. It is traditionally blocked by ISP's and Cloud Hosting Providers to reduce the amount of spam that is relayed from comprimised computers or servers.
Unless you are managing a mail server of your own, there should be no traffic traversing this port on your computer or server.

The port we should be using is Port 587.
This works fine and allows me to send and receive mail without issue.

Anyone who has trouble using port 25, can substitute port 587.
