It is owed to citizens, other governments and businesses. In the case of the USA, we owe about two thirds of it to investors that hold treasury bonds, treasury notes and other government securities. The rest is owed to government entities, suppliers, etc. from the social security trust fund to guys who mow the grass on capitol hill.

Some of this isn't public information, so yes, the aliens may hold a few trillion of it...
I think we owe Aliens...they look like us but in fact, they are aliens:).
