You can, yes.
I would recommend using the All in One WP Migration plugin, as that will bring the complete site over, like for like.
Otherwise, you can use the Tools -> Export feature inside WordPress, but this has limitations.

Should we ask the developer to include the All in one WP Migration plugin with the WP file or files they provide? Or is there a better way to go about this? The site has never been hosted and the domain is parked at godaddy.

There is no need for them to include the plugin as such, as it will be inside the backup/migration file anyway.
Your best bet, is to create a free SiteRubix subdomain, and install the All in One WP Migration plugin into it.
Then give your Developer the full URL of the SiteRubix Subdomain, so that they can export the new website including the new URL.
Then Import the file they send you to your SiteRubix website and check that it is ok.
Once you are happy, you can click the Move button within SiteManager and migrate the website over to the actual domain name that you have.
If you haven't already done so, make sure that you change the Nameserver as GoDaddy to point to WA. The settings can be found under SiteDomains -> Other Domains here at WA under the Websites menu.

You can use AIO WP Migration or Updraft plugins. UpdraftPlus is a premium and highly recommended.

I have one affiliate that do the same, and of course, all the affiliated get the same article. You will not be punished by google for this, but when there is duplicate content, google will chose one of them to show as search result. That means sites that use the same article as you, and have more authority, longer time online, more content and so on, will show up for people to see. Re-write it as good as you can and add some stuff if you can, use it as a base.

The domain name you use should by rule be relevant to your content. That would instantly give credence in SEO. Do not forget to give a website description. That helps immensely.
Thank you! Yes my proposed domain name is relevant to my content. It is several words long and at least one of them could use a synonym. I am selecting a synonym that I think is relevant but wondering if it is wise to also consider if it is a key word for my content.
I could also be overthinking the whole matter...
