Well, I see you got your answer.

If you go into the WP dashboard and choose Posts and then All Posts, you will see a list of your post titles. Underneath the title, click the "quick edit" command. Check the box for "allow comments". It works the same for pages.

You may need to go to your wp and the upper right corner is a drop down screen options, click it and click on the comments for the post or page that you do not have it on.
If it is a post click post then click options then click comments, you can check every page separately.
