As far as I can tell, site backups are only available to the WA tech support staff. I'd suspect that they run full (and perhaps incremental) backups on a server-by-server basis rather than individual backups for each site. While your site content is available for them to restore from the server backups, I don't believe that there's any provision to access those backups yourself.
