Hey, Denney, a static homepage is simply a page that is the first page that someone lands on when they click on your domain name of your website. Your posts that you write and add to your website will now go into your blogroll.
If you don't have a static homepage then your posts will become your homepage.
Good question, I hope this helps.

So if I decide to go with the static homepage it will stay the same every time. And if I go with the posted home page it will go to what ever post is on top at the moment.?? Ok I see. Is there any way to get posts at the bottom of the blog Roll to be back on top of the roll.???
With most themes you have the option to show a blogroll of your latest posts on your home page, or a page of your choice, a` 'static' page. You can change this in Settings > Reading.
If you're expecting repeat visitors to your site, you probably want to show your latest posts in a blogroll as your home page, so as to give them something fresh to look at when they return.
If you're a one-hit-wonder, then use a static page!! :)
This is the first page visitors see when they come to your site. You can't change it as you do a blog.
I truly have no idea..but...it sounds like a page that is all glittering and moving with electric impulses.....

A static page is one that always looks the same. Meaning there are no blog posts being added which would keep changing the look of it. Does this make sense? :)
Static front page is when visitors come, they are seeing the same page regardless of how many post you made.
Depend on what you want people to see. You can change it under Customize on Front page setting from your theme live view or WP platform setting change it to post. Each time you have a new post it shows on the front page.

I use a static front page and have a "teaser" of my latest post(s) in the sidebar. The comments are so helpful though and has me thinking about figuring out how to have a "blog feed" on my front page.
