I have not been receiving emails from WA for about two weeks. I have marked emails as "NOT spam" in yahoo. However, nothing has changed yet.

I had the same problem a couple of weeks ago. I hadn't been contributing to the community for a few weeks so I thought that might be the problem.
I answered a couple of questions that were asked by the community and after that the emails kicked off again.
Asking or answering questions could get the ball rolling for you again.

I am in the midst of adding menus to my blog. But the process is stalled due to missing submenu.
If you cannot see widgets or the menus, that could be a theme issue, however there's it is not known with GeneratePress.
You may want to change your theme, in that case.
To change your theme, here is what to do.
You may go to Appearance > Themes and add new.
Input what you are looking for, install and activate.
Your content will be left intact, you may lose out on CSS styles and social media icons if that, however with a bit of tweaking and you are done.
We always recommend you leaving a back up theme, you may od with the Twenty TwentyThree.

it sounds like oyu have selected a full site editing theme...
if you change your theme to blocksy do you see the menus...
