How can I create a online membershipcommunity?

Has anyone ever been to a website that had an online community (similar to WA) that not only notified you on other members in that communities activities but even notified you of members that were located in the same city as you?
I want to be able to have a website where I can create a community of people who share the same ideals as me but can also help them find members of that community who live near them.
Does anyone know how I can do that? If so, let me know! Thanks!

This is something I contemplated. If not mistaken, , a little over a month ago one of our colleagues was looking for someone who lives near him. I am sure several of us would agree with your idea. Now how to go about creating the groups is something that has to be authorized by Kyle, Carson or one of the ambassadors.
