What do you want to add a color line for? This may help you get a better answer.
My answer at the moment is that there are very few instances where a line of color will add much value to your website, so I wouldn't waste time doing it.
You can add a plain grey line by going into your text editor and typing this: http://www.screencast.com/t/Vm9uRm2fv7
Switch back to visual, and you'll have a line!
