I have been involved in a couple of such processes in larger companies.
I would require 2 pieces of information from your client (or your client's client) before starting.
1 What do they want to communicate
2 Why do they want to communicate it.
Only when these first two pieces of the puzzle are in place, content can be planned and a content strategy will work.
Too many clients start content strategies by outsourcing it to someone that is supposed to 'fix it'. They will fail, and the consultant will be blamed.
And when you ask the client the two questions you should be prepared that they have not thought that one through.
