Hi Gary. I signed up early, and was cancelled, I reapplied within a week was accepted and towards the end made three sales. That does seem to be normal.
Best advice I know--
1. Keep building your content and adding links.
2. Add social media pages to link to your site.
3. Share your site with people you meet too; tell your story your goals/plans for your site.
4. Look for other affiliate programs beside Amazon.
5. Just keep trying.

It is almost a right of passage thing, if you get your associate account canceled, just sign up again.

If they do cancel you, you can sign back up almost immediately. I would say concentrate on content and don't worry too much about the sales. Some people do recruit acquaintances (not family) to make those purchases, though. Good luck.
