Notification Hanging Up - has anyone else seen this happen?

I've had this weird phenomenon happening since last night, and on two entirely different computers so I've ruled out my cache.
I have a notification that will not go away after I click on it and respond to it. Don't get me wrong Jewel ... you're the greatest but your stuck in my notification box. :o See Below:
Also when I click on the notification it opens a new Windows tab to arrive at the location of the comment. This is significant because when I click on all other notifications they open in the current Windows tab. See Below:

This cycle will repeat itself over and over with the same result. has anyone else seen this or know how to fix it?
