Good Morning
I am building the basic framework, website, I have added a privacy policy, about me,.
They are being added to the bottom of my page not the top.
How to I

There is nothing there ATM that I can see only a holding page

It may depend on the WordPress template you are using. I'm not 100% sure how to move the pages to the top yourself, but try switching to a different template which will show your pages at the top.

I don't have an upper menu bar they need to create one.
I'm gonna try changing the theme.

It does depend on your niche. Follow Meridith's advice, but split test it yourself I have some very profitable adsense sites which are none of the three.
