We need to forget about offline promotion, you could do a classified ad, join some networking groups for breakfast club and such like, that way you can share and get to know people, someone said there is a think called meetup see if it is in your area, set aside some time for WA even if it is one hour per day it is still progressing you, I wish you all the best with the move and job hunting, you can always see if there are any employers that have remote working, could be anything from customer services, to virtual assistant

Just never give up. Things won't be easy, and you'll find what you're seeking if you continue your battle
