Comments should make sense
Here in WA we try to help each other out. It is setup this way. We provide comments on each other's posts and in turn we receive comments on ours. This helps with general ranking in google and keeps the site active.
Having said that, comments should make sense. Yes, you may do it just to earn credit for yourself. But writing a bunch of words and sentences in volume, just so it goes through does not help anyone. Critiquing the website, the design and layout is NOT for the comment section, it is for the feedback section.
True, I always have the option of rejecting comments, but too many of those come through and it is a waste of my time (reading it) and your time (writing it)... and then to reject it. Also, writing comments that are overflowing with praise for the content and extolling the brilliance of the article and the writer does not help either. I know we want to be positive and helpful...but these come across as "bought and paid for" and seems like you told someone what to write (Like reviews, where all of them are 5 stars).
If you disagree with something in the post, you can still express that sentiment in a civilized manner. It's okay to disagree. Bottom line, just be honest and please read the posts thoroughly before commenting. Just my two cents.

I completely agree with your sentiments. I have yet to use site feedback or site comments and have mainly stuck to the give and take threads. some of the comments are good and others are pretty generic that really don't help at all. A community should work to make each of its member's better rather than only giving each other pats on the back. Those are nice on occasion but don't make us any better.
Absolutely...comments should be honest and related to the post being commented on.
