Game warden?

James and Henry were friend since middle school but has lost contact after college. James followed his dream of big city life and James stayed in the little town they grew up in.

Ten years had passed and James was home on occasion but not long enough to meet up with Henry. Then James' mom pasted and he was back home for the funeral, afterwards James planed to stay a week to 10 days to help his dad adjust to being alone.

Then on a Friday night at the local bar James ran into Henry and over a few drinks they decided they would go fishing the next day at their favorite fishing place on the river.

James had not fished in a while so he was pumped up about the trip and during his excitement he forgot to buy a fishing licenses and there's a $200.00 fine for not having a license. Well, the next day as they were fishing and drinking having a good time they noticed the rookie game warden coming down bank checking everyone's licenses.

As soon as the game warden finished with the guy 30 yards away and started toward James and Henry, Henry threw his fishing rod down and took of running, so the game warden took off after him shouting for him to stop.

After a 20-minute chase the game warden caught Henry and demanded to see Henry's licenses and Henry politely obliged. The game warden said this licenses is up to date, no problems, why did you run?

Henry said because my friend did not have a license.

I think Henry represents WA in this story trying to give us vital information and keep us from falling prey to scammers and James who has no clue as to what was going on, as we were in the beginning.
