Although there are plugins which can resize images you uploaded to your site, it's a good practice to only upload images with the size your site need. Images are the big culprit that may slow down your page loading.
The alt-image helps in SEO.
It is important to choose a responsive theme so you don;t have to worry how the image displayed on various devices as it will be displayed accordingly.
