how long can I stay a free member and use the sites I create? And if I go premium and then I decide that is not for me, can I go back to free membership and still keep the site
I think you can stay free for as long as you want. When you become premium and decide to drop. WA will still keep your membership and not delete you off (your login and password still intact) but you will not be able to access into WA unless you become a paid member again. With regards to using the website, I am not sure about that.

You can remain a free member forever yes.
When you update to premium and cancel your premium membership you can not go back to a free membership. WA will host your website for 30 days though, leaving you time to move it to another host service.
If you want to be a free member again I suppose you'd have to create a new account?
