Generatepress is a very easy theme to work with and both free and premium versions. You can try the free version and if you like it upgrading is only $39 via a plugin.

I use Weaver Xtreme which, in my opinion, is the ultimate in customizable free themes. But this level of customization is not for everyone. Choose a New Theme
Choose one and roll with it. May seem like a big deal, but your content is more important than the theme. Simple is better. Less is more.
It really does depend on the theme. There are definitely free themes that allow for customisation and there are those that don't.
Because there are so many themes however, is difficult to know which is best.
Since I use a paid theme I'm not the best one to give you advice. If you don't get some theme suggestions here I would suggest asking a question like, "What is a good free theme that is easily customised?"
