You could use a plugin for that, do a search in Google. So something like Popup Plugin. I did that search and the first result was this one: https://wordpress.org/plugins/popup-builder/
Of course you'll have to test and try it and any others you find to see if they meet your needs. I also suggest not doing any testing on your live site, do this type of stuff on a test site.
You can set up one of your free site rubix sites as a test site.

Hi team, when do you start to put your website address out there? Do you wait till there is enough content on it or is the about you page enough to get started. I am not sure i
So it depends, but I have 100% focus on building content up until I have around 20-30 pages done. Then I look at themes, styling sidebars etc. and only then do I worry about traffic. I know it's nice to see visitors, but unless things look presentable I think it's better to get up and running first.
A question I ask myself: would I pay for traffic today or do I need to do more first. When the answer is yes, I set up a $50 a month AdWords budget..

Oh, in that case I would put the url into your social media profile because at the start hardly anyone will click on it, but it helps build momentum.
It's just that personally I don't do any of that until I've got a bit more content, but everyone approaches it differently.
