I have had over 1000 clicks on Traffic Exchanges, etc..but no sign ups. I suppose it takes time and traffic.

Do you mean site showing or actual clicks into your site?
Traffic exchanges have a very poor response rate. Mainly because the people using them are really wanting to generate traffic to their sites. Sometimes you only have 5 seconds showing your site.Look at the way you work the exchanges, do you read every site you visit? Or just look for the counter to see when to click NEXT?
With a simple, clear and captivating splash page you may be lucky.
There again think what you could do with the time adding content to your site or improving your search engine optimisation.
Thanks. I am aware of the problems of TEs. I have used quite a few e-mails from Safelists that get opens....5% as usual, but I know folks want credits.
You are right about the website development..

There seem to be dozens of free plugins. Suggestions please.
This is a great question. If you see one you like on someone's site, you can ask for the info.
I use the links on people's profiles that I am following or that post in discussions. I just open them in a new window by holding the control button while clicking.(windows, not mac os)
