By default, Wordpress will allow you to easily add new users and authors to your website.

As yo ualready know, each user has a given user role assigned to them which gives them permissions to perform different tasks on your website.

And of course, you can allow users to register on your website.

In which case you'll have to define a default user role for your new users.

It can be done under Settings => General:

And as I said, while testing new features on your site, you may need to see how things would look for users with different user roles and permissions.
