WordPress.org:

1. Access to the Appearance> WordPress.org Editor your dashboard.

2. Select the column to the right of the template files, select header.php.

3. Add the code for the <body> tag.

4. Save by clicking the update folder.

If you are in Genesis: The best way to add the Genesis code is to go to the Genesis scripts> Theme settings> header and footer. Paste the code into the header field, and save.

If you prefer to use a plug-in, use the official Hello Bar Plugin. Remember that many plugins can slow down your blog.

NOTE: It may be necessary to close the WordPress session, to see the bar. The dashboard toolbar covers most of it.
