Before we continue, kindly allow me to explain Why This Error Occurred?
On your website, you have marked some pages and posts as NoIndex. You either did it by adding the html code or a plugin like All In One SEO. I will use All In One SEO as an example here because that is the plugin I am using. If you are using other plugins like Yoast, you should be able to find similar settings.
Okay, back to the subject matter. Here you are, you have marked pages and posts as NoIndex. Problem is you did not indicate it on your Site Map.
Do you see the problem now?
On one hand you have marked your pages and posts as NoIndex. But for these that are marked NoIndex, you did not indicate it on your Site Map.
So Google Search Console sees a conflict.
They look at your Site Map and those pages were not indicated as NoIndex.
BUT when they look at your website, they see those pages marked as NoIndex.
This does not align with the information on your Site Map, which the Search Bots use to understand your website structure and information.
Now that you have understood this. Let us go to the solution - How To Resolve This Error - Submitted URL marked NoIndex.

May I add that this will however not fix the issues with people that have the warning for pages or posts like for example the privacy policy because these are marked as noindex.
To fix this people have to indicate on the page or posts themselves that they do not want to include it in the sitemap - it can easily be done in All in One just below them meta description.
