Why?

On the basis, you don’t earn when Short is watched as Short but as a regular video. And if you intend to make money, keep in mind that the Watch Time hours from the Short Video shelf aren’t considered.

The view of a video is determined by whether the creator earns any ad revenue or any Watch Time from it. So, if a video is watched on a Short Shelf, expect no revenue but if watched through the YouTube player, expect a little revenue.
