After paying the annual fee I am still being charged a monhly fee of $19, what is that for?

Might want to send Kyle a message to get this checked out? Did you sign up for a full year right from the beginning? If you payed the $19 initially to sign up for your first month it should have been adjusted in the yearly price when you decided to do a full year.
I have always understood it that way. If you initially pay 19$, then you go “Yearly”, WA will discount part or all the 19$ you have already paid.
When does WA only discount part? When, for example, you pay 19$ today and 15 days later you go “Yearly”. WA discounts only 9,5$ because you have already consumed the other 9,5$.

Sorry I couldn't help you there. I haven't ran into any issues like that before. I hope someone knows just in case I run into them.
Not all plugins are permitted at WA hosting. Contact Site Support and ask about the plugin you want to use.

PS. Nkaujzeb would I not lose the settings of the present Pinnacle in the process of switching to another theme??
Switch to another theme, activate it (don't freak out because it looks so bad).
Delete and reinstall Pinnacle. Reactivate Pinnacle and all of the theme features will be reinstalled.

I don't know if this will work but you can try activating a new theme and then go back and reactivate Pinnacle again. Whatever you eliminated will still be gone and you have your theme back. And you can also try changing the background color like drjec said to. Take care.
You can try manually adding the background color you want. In site manager, go up to the left hand corner of the home page and click on the view site link. Once there, click on customize. Then click on the link that allows you to set background colors. You should be able to choose the color you want. Some themes don't offer this option, but that is how I have changed backgrounds.
