Hi Scott, Are you referring to the Edit Toolbars? Could this be solving your problem? Enter Alt+Shift+Z will toggle the Kitchen Sink feature. Please check if you have inadvertently clicked at the {Text} tab found on top right corner of your WP Edit Toolbar, simply click {Visual} tab should bring you back.

You can colour any text by hi-lighting it, and pressing the colour button:

Mark on wordpress there is tool bar that goes below the bold toolbar how to you add that to your wordpress. Im writng my getting started page and I wanted to use headers and underline and color on my page.

I have no idea how tags on your blog work. What is the purpose of them and will they help my website get ranked?

Don't worry about it. Tags can mean different things on different sites like what you described is the tag system on social media sites like Facebook and Google+ so you're not totally wrong. Its just that tags on blogs are different.

All you do is type in the name to who you want to tag in the tag section provided.

Tags are a way to link similar posts so people can explore related articles on your blog. They're different from categories in that you will usually have a fixed amount of categories but you can have as many tags as there are related articles.
So for example if I have a category on my blog called Product Reviews, then I might review several web hosting services that I've used and tag them with "web hosting" so other people can find all the web hosting reviews in one place. Then another might be "internet marketing training", another "domains". This way you won't have to keep adding more and more categories to your site unless something doesn't quite fit in with what you already have.
No, the first explanation is wrong. Tags on your blog aren't for notifying people. It's for linking similar articles together.
