Yes, this is completely fine, we do track misuse of wealthy, affiliate and location, but if you’re working with a partner, that should be completely fine.
I've done it with my VA several times, and we haven't run into any issues. So you should be able to.

How does it work? Do you build the sites on WA and then somehow transfer them to the local business owner?

I have started several sites for other people and businesses. Some I still host through WA, some have opted to move their sites elsewhere. One of the sites I do is through another host. I just maintain control of it.

I'm just finding WA so easy to build with but I know that some people might prefer another host or already have hosting that they have purchased elsewhere.

Yes, you could do that. I have done a lot of sites for clients but not on WA, but cannot see any reason why you could not. It may be worth asking Kyle or Carson just to be sure.
