If you buy your domain name through WA, it can be used right away.
If you buy the name from another registrar, you can still use that name on your WA site if you change the DNS settings to point to the WA nameservers, this usually takes anywhere from an hour to 24 hours to take effect.
If you want to transfer that name from one host to another then you will need to wait 60 days from the time of purchase.

I'm not sure if you have the issue resolved or not but, you should be able to purchase a domain name from WA the very first day you become a WA member.
I do know if you purchase a domain from WA or any domain register usually if you want to transfer a domain out or away from the company then you have to wait 60 days, could that be what the training is talking about?
I don't know but, when I started WA I didn't wait 60 days, I purchased my domain name within that first week.
