Yes, the Black Friday deal is available to anyone not already grandfathered in at that price, new or old.
you do get the opportunity to upgrade during the black friday deal....
and the price is either prorated or you purchase a complete year that is added to your current time ( that is what happened to me)....
you then preserve your annual membership date....

my upgrade was for the deal on premium, before premium plus was around, but i know last year a lot upgraded....
