Do we have access to the new wordpress Block Editor (Gutenberg)?
Yes, just go to Settings > Writing and change the Default editor to Block Editor and Allow users to switch editors.
For more info on using Gutenberg type "gutenberg marionblack" (without the quotes) into the grey search box at the top of this page. I've done several videos for you. Gutenberg or Classic Editor? You CAN Have Both

Gutentberg is the default wordpress editor.
WA installs Classic Editor plugin automatically for you. You are free to deactivate and remove it.
Yes. Classic Editor Plugin provides the original Wordpress layout. Deactivate it. And you should have access to Gutenber

I am in the process of writing my page content, I would like to know How to break down my article and page into smaller sections with the use of heading tags (h3 and h4 tags)<
If a paragraph goes into a new point of interest, put a short title ahead of it and give it H3. It helps to break up your content with Titles. The reader may stay longer if the content is broke up into readable parts. Kyle's lesson pages are good examples.

Hi, Cathy. When you are in the dashboard, open the "all pages" or "all posts" selection. Go to the article you want a comment box on and click the "quick edit" button. When it opens, go to where it says "allow comments" and select it. Then hit "update" and preview your article on the site. Your comment box should be at the end of the article.
For capturing email addresses of visitors, seek some training in the left sidebar of the WA page you are now looking at. Or you can go to the question bar at the top of this page and ask for training there. It's too much info for this comment.
