I don't understand. Why is it your first commission? Is it from a single sale (over $700)?

Probably because he set his payout threshold to reach a certain amount before he got paid.

By the way, was it all free traffic or ppc too?

Just free traffic (SEO) and social network. PPC is not a good option for WA program in my opinion because you spend real money and get free sign ups most of which don't convert to premium.

I was thinking of using ppc and what you say makes a lot of sense.
I wont use ppc for WA then.
