Go to Appearance -> Editor
Down right hand side will show all the files in your theme.
Go to header.php and then paste the meta tag that bing wants into that file.
Click the update button.
BUT remember to backup before you do this so if something goes wrong you can get back to where you were

Using the header like this will only cause your site to go unverified once more when you update your theme. This is why it is best to follow the training Kyle provided.
If you prefer to place the code in the header of your theme, I recommend you install a child theme, copy the header.php of you chosen theme to your child theme folder and add the code to the header that way. This will prevent your code being overwritten next time your theme is updated.

I did follow Kyles training but was told by Bing on each separate occasion that it could not be verified unless I copied and pasted the code to directly underneath the <head> tag.
I do not understand in this case why it would not let me do it after following the training a few times so I made sure I was doing it right. Have you any idea what it could be?
I contacted Bing who told me upon reviewing my query they noticed that I needed to insert the code as above.
Now I'm concerned because I do not want to have to keep changing it every time I update my theme.
What do you think I should do in this case?

Sorry to hear you've had such a difficult time with this Roselle. Which SEO plugin are you using?
You said you followed Kyle's training and if that is the case you should be using All in One SEO.
If you place the Bing verification code where shown in Marion Black's training, then you should not have any issue. Verify Bing With All In One SEO Plugin If you don't want to do this then I recommend you install a child theme as I stated previously.
