Yes Larry & Tommy, I've been using Paint from Win3.1 till WinXP. Nowadays I'm working exclusive with Mac and I'm looking for a similar Paint program for Mac users like me. Till then, I'm glad with a easy to use little online program as Kathy suggested: http://apps.pixlr.com/editor/
You can resize pictures in pdf format with paint; however its hard to keep the aspect ration the same when you resize. I have used paint several time to build at picture made up of text and several pictures. My last one was just what you say you are trying to do.
If you copy the picture and leave the original you can pretty well eyeball the aspect ration. Glad to see I am not the only one combining text and photos. I just need to remember the keywords aren't read when the picture is used is a post. So I do part of the text in WP and part in the picture.
You can resize using this, no download needed. http://apps.pixlr.com/editor/
Open the file, then got to "image" then "image size" from the drop down menu.

What i Like about paint is youre able to size it befor you edit i on my iPad i use canva and take schreenshot and use the editer ApS
