Maybe there is a tiny tiny bit of help if you are targeting one keyword with your domain, or helping Google understand what your site is about, but mostly it's to allow you to describe your site to your visitors.
Not all themes show this! It's always an option in Wordpress, but sometimes you don't see it, sometimes you do based on which theme you choose.

Think of it this way, if you maake your logo and tagline 9 which many do ) a graphic then you can seo that graphic with the alt tag

What is the difference? What are the costs associated with the second?
Thanks for such a quick response Kyle, nathaniell and Dawn. :) I definitely want my own .com but wonder if I should build my site on that or use the free one to build and then transfer. Or does it matter?
Also, I just checked out the domain registrar Kyle recommended, do I need to set up an account there? If so...do I list myself as an individual/business or reseller?

It depends on how much you have built. If you have a lot of content then you'll want to transfer over to .com and don't rebuild it.
I do not think you have to set up an account in order to buy a domain but you are not a reseller (resell the domain name).

I recommend getting your own .com. They are more brandable and rank better in Google. It's about $10 per year from a domain registrar and will help your business immensely. Just make sure you like your niche and want to stick with it, so you don't have to buy more than one!
You can transfer the content of your free site to your .com if easily within WA.
You can do either or, we have a facility here at WA that will allow you to transfer your free website over to your own domain.

Logo should give a good strong message of who you are
tagline should compliment the logo and say what you do
